A 12-Country European Study in Progress.
Beginning with France in the 1950s, alcohol consumption has decreased in Southern European countries with few or no preventive alcohol policy measures being implemented, while alcohol consumption has been increasing in Northern European countries where historically more restrictive alcohol control policies were in place, even though more recently they were loosened. At the same time, Central and Eastern Europe have shown an intermediate behavior. We propose that country-specific changes in alcohol consumption between 1960 and 2008 are explained by a combination of a number of factors: (1) preventive alcohol policies and (2) social, cultural, economic, and demographic determinants. This article describes the methodology of a research study designed to understand the complex interactions that have occurred throughout Europe over the past five decades. A report from the Royal College of Psychiatrists advises people over 65 should not drink more than 1.5 units of alcohol a day – at least half the standard adult daily guidelines. The reduced amount advised for older adults is the equivalent of about half a pint of lager (5%) or a small glass of wine. Neues FAS-Projekt soll Prävention optimieren.
In diesem Gemeinschaftsprojekt von DISuP, SkF und SKM wird eine bessere Vernetzung der Anlaufstellen für schwangere Frauen und für Menschen mit problematischem Substanzkonsum erprobt. Von zentraler Bedeutung sind hierbei die Suchthilfe und die Schwangerschaftsberatungsstellen. Das primäre Ziel des Projekts ist es bei schwangeren Frauen problematischen Alkohol- und Tabakkonsum rechtzeitig zu erkennen, damit ihnen adäquate Hilfe ermöglicht wird ohne sie zu stigmatisieren oder zu verurteilen. Sowohl die Suchthilfe als auch die Schwangerschaftsberatungsstellen bieten den Betroffenen die Möglichkeit Einzel- oder auch Gruppenangebote in Anspruch zu nehmen. Es wird dabei berücksichtigt, welche Hilfen notwendig und gewünscht sind. Darüber hinaus werden im Projekt neue Wege der Angehörigenberatung (ins. für Partner) sowie der Unterstützung der Erziehungskompetenzen für Mütter mit Kindern mit evtl. Schädigungen durch den Alkoholkonsum in der Schwangerschaft entwickelt und angeboten. In der abgelaufenen Saison kam es in den Stadien, aber auch im Anschluss an die Spiele, zu teils heftigen Ausschreitungen gewalttätiger Fans sowie Zusammenstößen mit der Polizei. Die Politik befürchtet eine weitere Zunahme an Gewalt und hat dabei vor allem die kommende Saison in der 2. Bundesliga im Blick. …
Hessens Innenminister Boris Rhein fordert vor der am Dienstag (21.06.11) beginnenden Innenministerkonferenz der Länder ein flächendeckendes Alkoholverbot in den Fußball-Stadien. Dabei soll auch diskutiert werden, ob das Verbot für Busse, U- und S-Bahnen gilt, in denen Fans zu den Stadien transportiert werden. „Der Konsum muss drastisch reduziert werden, weil er die Fans oft erst völlig enthemmt. Thomas Müller (SVP / SG) stellte dem Bundesrat folgende Fragen: Diverse Zeitungen berichteten, der Bundesrat wolle mit dem Alkoholgesetz eine Lenkungsabgabe auf Alkohol einführen. 1) Trifft dies zu? Wenn ja, warum war diese Abgabe nicht Teil der Vernehmlassungsunterlagen? 2) Gibt es eine verfassungsmässige Kompetenz für eine solche Abgabe? 3) Warum sollen nun wieder Schattensteuern eingeführt werden, nachdem mit der Mehrwertsteuer die Taxe occulte doch beseitigt werden sollte? Würde diese Abgabe wieder zurückerstattet, oder ginge der Ertrag in die Bundeskasse?

Monitoring Alcohol Marketing in Africa – MAMPA Project is a new report released by the Africa Regional Office of the World Health Organization (WHO). The study on alcohol marketing was commissioned by the WHO Regional Office for Africa in 2010. The background was an intention to support governments decide on what measures to take regarding alcohol advertising. In order to inform such decisions insight into the impact of advertising, specifically in terms of volume, frequency, and content of alcohol advertising and promotion is essential. …
Among the recommendations of the report is for governments to recognize that a comprehensive ban on advertising, promotion and sponsorship would reduce alcohol-related harm, and that selfregulation is an ineffective mechanism to reduce alcohol related harm, effective legislation is necessary to strictly regulate alcohol marketing activities. In the United States, the blood-alcohol limit may be 0.08 percent, but no amount of alcohol seems to be safe for driving, according to a University of California, San Diego sociologist. A study led by David Phillips and published in the journal Addiction finds that blood-alcohol levels well below the U.S. legal limit are associated with incapacitating injury and death.
Phillips, with coauthor Kimberly M. Brewer, also of UC San Diego, examined official data from the Fatality Analysis Reporting System (FARS). This dataset includes information on all persons in the U.S. who were involved in fatal car accidents – 1,495,667 people in the years 1994 to 2008. The researchers used FARS because it is nationally comprehensive, covering all U.S. counties, all days of the week and all times of day, and, perhaps most important, reports on blood-alcohol content in increments of 0.01.
All the accidents included in FARS are, by definition, severe. But the authors looked at different levels of accident severity by examining the ratio of severe injuries to minor ones.
„Accidents are 36.6 percent more severe even when alcohol was barely detectable in a driver’s blood,“ Phillips said. Even with a BAC of 0.01, Phillips and Brewer write, there are 4.33 serious injuries for every non-serious injury versus 3.17 for sober drivers.
