“There is no Single European way to Consume Alcoholic Beverages”
– Understanding Different Drinking Patterns Across Europe key to Successful Alcohol Policies. EU-level policy to reduce alcohol-related harm must be tailored to respond to diverse, complex realities in the different Member States. This is the conclusion of experts meeting in Brussels today at a scientific conference, organised by the Wine Information Council. The reality is just the contrary. Moderate drinkers and problem drinkers have a profit by regulatory measures, which reduce consumption and harm. We all are at any time passive-drinkers under the pressure of the alcohol industry and suffer from tremendous harm and social costs. We need regulatory measures. They alone are able to reduce overall consumption. That’s the only reason, why the alcohol industry doesn’t like them.

Worum geht es? Populäre Themen wie Lifestyle und Gesundheit standen zuletzt weit oben auf der Tagesordnung der EU-Institutionen. Eine Reihe von EU-Gesetzesvorschlägen wurde mit dem erklärten Ziel vorgelegt, einen gesünderen Lebensstil zu fördern. Dazu gehören Initiativen zum Alkoholkonsum und zum Nichtraucherschutz – mit deutlichen Folgen auch für die heimische Gastronomie. Denn auf Basis von EU-Vorgaben wurden in Deutschland nicht nur die umstrittenen Landesgesetze zum Nichtraucherschutz erlassen, … Auch der Entwurf eines Nationalen Aktionsprogramms zur Alkoholprävention geht auf einen EU-Ansatz zurück. Nur durch die Intervention der durch das Programm bedrohten Wirtschaftszweige konnten ein Werbeverbot oder höhere Steuern bisher verhindert werden. In eine ähnliche Richtung wie das Nationale Aktionsprogramm zielen Bestrebungen der EU-Generaldirektion SANCO. Auch sie propagiert Steuererhöhungen, Werbeverbote und die Lizenzierung des Verkaufs. Alcohol is one of the key health determinants in the European countries which needs to be tackled. Europe is the continent where per capita alcohol consumption is the highest in the world. In established market economies such as the EU Member States the burden of disease and injury attributable to alcohol is estimated to be situated between 8 and 10%.
Combating alcohol-related harm therefore is a public health priority in many Member States, and at EU level. It is not only health consequences in a narrow sense which raise concern. The social dimension has also to be considered: violence, hooliganism, crime, family problems, social exclusion, problems at the workplace and drink driving. All these are areas where political action is needed. There is agreement among the Member States that, beyond individual national efforts, a joint alcohol strategy at Community level is needed. Der Alkoholkonsum ist einer der Hauptgesundheitsfaktoren in Europa, bei denen angesetzt werden muss. Europa ist der Kontinent mit dem höchsten Pro-Kopf-Alkoholkonsum der Welt. In etablierten Marktwirtschaften wie den EU-Mitgliedstaaten wird die volkswirtschaftliche Belastung durch alkoholbedingte Krankheiten und Unfälle auf 8-10 % geschätzt.
Daher stellt die Bekämpfung alkoholbedingter Schäden in vielen Mitgliedstaaten und auf EU-Ebene eine Priorität des Gesundheitswesens dar. Besorgniserregend sind nicht nur die gesundheitlichen Folgen im engeren Sinne. Auch die soziale Dimension ist zu berücksichtigen: Gewalttaten, Rowdytum, Kriminalität, Familienprobleme, soziale Ausgrenzung, Probleme am Arbeitsplatz und Trunkenheit am Steuer. Dies sind alles Bereiche, in denen politischer Handlungsbedarf besteht. Die Mitgliedstaaten sind sich darüber einig, dass neben einzelstaatlichen Bemühungen eine gemeinsame Strategie auf Gemeinschaftsebene vonnöten ist. EU-Mitteilung 22.9.09

Online debate on consumers‘ health and safety at EU level starts on September 14.
To mark the 10th anniversary of its creation the Directorate-General for Health and Consumers (DG SANCO) is launching an on-line discussion on European health and consumer policy. A dedicated channel on the Debate Europe forum will be open in all EU official languages from 14 September to 9 October 2009.
This debate will provide Europeans with a good opportunity to make their voices heard on health and consumer policy and share their views with others. They will be able to vote in an online opinion poll and learn more about what the EU is doing in this area.
The conclusions of the online debate will be presented at a special anniversary seminar on 23 October 2009, which will be attended by current and former Commissioners, stakeholders and the media. The online discussion will be available via the Debate Europe forum on: http://europa.eu/debateeurope.

Am 26.6.09 wurde der 7. Bericht der Fernsehen ohne Grenzen Direktive angenommen. Der Bericht handelt von der Ueberprüfung der Anwendung der Direktive in den Mitgliedsländern in den Jahren 2007 und 2008. Der nächste Bericht über den audiovisuellen Markt in Europa wird Ende 2011 erscheinen. Er wird den Start der neuen Audiovisuellen Medien-Service Direktive markieren, welche die Fernsehen ohne Grenzen Direktive ersetzen wird. Es wird erwartet, dass diese bis Dezember 2009 in der ganzen EU eingeführt sein wird. The Seventh Report on the application of the „Television without frontiers directive“ has been adopted on 26 June 2009. This report looks at the application of the Television without Frontiers Directive in the Member States in 2007 and 2008. During this two-year period, the Commission was required to initiate legal action against Spain and Italy in accordance with the Directive for not abiding by EU advertising rules that limit advertising and teleshopping spots to 12 minutes per hour. The 7th application report also adds analysis to the ongoing evolution of the television market.
The next report on Europe’s audiovisual market will be at the end of 2011. It will mark the start of the new Audiovisual Media Services Directive, which replaces the Television without Frontiers Directive and is expected to be fully implemented across the EU by December 2009.
