Brandenburgs Schüler haben in den vergangenen Jahren weniger regelmäßig Alkohol getrunken und Tabak geraucht. Zugleich ist aber das exzessive Rauschtrinken, das auch in der Klinik enden kann, noch immer unter Jugendlichen verbreitet. Das ist ein Ergebnis des Suchtberichts, den Gesundheitsministerin Anita Tack (Linke) am Mittwoch vorstellte. Prävention sei das A und O. Die Frage ist nur – welche? Sich auf die üblichen aufklärenden Aktionen berufen, die praktisch nichts bringen, genügt wohl nicht. Nötig wäre ein Paket von Massnahmen, die den Gesamtkonsum und damit die Alkoholschäden reduzieren. In erster Linie sind dies bewiesenermassen die Preisgestaltung und die Erhältlichkeit, dann Mindestalter, Promillegrenze und Werbeeinschränkungen. Vor allem aber müsste die Erwachsenengesellschaft endlich ihre Verantwortung wahrnehmen und den Stellenwert des Alkohols in der Gesellschaft massiv herabsetzen. Nur so wird Prävention bei der Jugend glaubwürdig und damit erfolgreich. Die Politik sollte die Chance wahrnehmen, die ihr die WHO mit ihrer Alkoholstrategie bietet, die jetzt in Genf an der Generalversammlung zur Sprache kommt. Darin ist alles enthalten, was für eine wirkungsvolle Prävention benötigt wird. Gerade in einer Krisenzeit wie heute, könnten die westlichen Länder eine Reduktion der Sozialkosten und Alkoholsteuereinnahmen dringend brauchen.

Yesterday the United Nations General Assembly decided to convene a high-level UN meeting in September 2011 on the prevention and control of non-communicable diseases. Heads of State and Government will be attending.
Thursday 13 May the UN General Assembly concluded its consideration of the agenda item 114, Follow-up to the outcome of the Millennium Summit. It passed the draft resolution A/64/L.52 introduced by the representative of Trinidad and Tobago (on behalf of the Caribbean Community). The resolution “Prevention and control of non-communicable diseases” was according to NGO reports from the meeting co-sponsored by some one hundred countries.
The resolution draws up the background by pointing to various international health documents related to non-communicable diseases. It is also recognizing “the enormous human suffering caused by non-communicable diseases” and that these diseases are leading to increasing inequalities between countries and populations, thereby threatening the achievement of the internationally agreed development goals, including the Millennium Development Goals,”
Of interest to the alcohol field is the mentioning with appreciation in the text of the various
World Health Assembly resolutions and decisions. This is including the evidence-based strategies and interventions to reduce the public health problems caused by the harmful use of alcohol. The UN resolution also points to alcohol abuse as one of the prominent risk factors for non-communicable diseases. Der Mittdreißiger Frank (Name von der Red. geändert) versichert: „In meinem Heimatdorf gibt es keinen Erwachsenen, der nicht trinkt.“ Diese Einschätzung entspricht vermutlich nicht ganz der Wahrheit. Zumindest nicht, wenn Frank nicht das kleine gallische Dorf im Nordwesten des heutigen Frankreichs meint, sondern einen ganz normalen Ort in der Mitte der Republik. Beim Alkohol kommt erschwerend dazu, dass man nicht nur sich selber, sondern auch die andern schädigt. Man spricht deshalb vom grössten sozial-medizinischen Problem. Wir sind deshalb alle Passivtrinker (egal wie viel wir konsumieren), wie die WHO jetzt postuliert. Wir leiden unter den Folgeschäden des Alkoholkonsums in Form einer verminderten Lebensqualität und weil wir ungefragt ein Leben lang die immensen alkoholbedingten Sozialkosten mitbezahlen.

Having a heart attack may not mean you need to quit drinking alcohol: in fact, a new study concludes that moderate drinkers who continued their typical alcohol consumption after having a heart attack tended to fare better than those who abstained. (Source: Join Together, 5/12/10) Our online-comment: Perhaps those 16% who didn’t drink after the heart attack were more serious cases and the doctors told them not to drink as alcohol and their medicine didn’t work together. Those more serious cases had anyhow a worse perspective.

The first is an international conference in Abuja, Nigeria on Alcohol, Drugs and HIV/AIDS in Africa from 11th to 12th August 2010. It is organized by CRISA, the African Centre for Research and Information on Substance Abuse (CRISA). The second conference is a Kettil Bruun Society (KBS) thematic meeting on alcohol epidemiology and policy. KBS is an international organization of scientists engaged in research on the social and health aspects of alcohol use and alcohol problems. Mit einer Reihe von Maßnahmen will Frankreichs Regierungschef Francois Fillon dazu beitragen, binnen zwei Jahren die Zahl der Verkehrstoten im Land auf unter 3000 zu drücken, berichtet der Auto- und Reiseclub Deutschland (ARCD) in Bad Windsheim. Ganz vorne stehe dabei die Bekämpfung von Alkohol- und Drogenmissbrauch am Steuer. 5000 neue elektronische Alkohol-Testgeräte sollen noch in diesem Jahr in Betrieb genommen werden, um die Kontrolldichte und -zuverlässigkeit zu erhöhen. Der Trend zum exzessiven Rauschtrinken bei Teenagern setzt sich offenbar fort. Wie die Techniker Krankenkasse (TK) am Mittwoch in Hamburg mitteilte, stieg die Zahl der alkoholbedingten Krankenhausaufenthalte von TK-versicherten Kindern und Jugendlichen 2009 im Vergleich zum Vorjahr erneut an, und zwar auf 2.550. Dabei erliess er Bestimmungen, die den öffentlichen Konsum von Alkohol durch Jugendliche verbieten. Die Bürgerlichen und die SP fanden, damit würden die Eltern in die Verantwortung genommen. Ein sogenannter Botellon-Artikel verbietet die Teilnahme an nicht bewilligten aber bewilligungspflichtigen Veranstaltungen. Die Grünen lehnten die Verordnung gesamthaft als einzige ab.
