Alcohol ads that violate industry guidelines are more likely to appear in magazines popular with teen readers, a new study finds. Ads violate industry guidelines if they appear to target a primarily underage audience, highlight the high alcohol content of a product, or portray drinking in conjunction with activities that require a high degree of alertness or coordination, such as swimming.

Researchers at the Johns Hopkins Bloomberg School of Public Health studied 1,261 ads for alcopops, beer, spirits or wine that appeared more than 2,500 times in 11 magazines that are popular among teens. The ads were rated according to a number of factors, such as whether they portrayed over-consumption of alcohol, addiction content, sex-related content, or injury content. ….

OAK CREEK, Wis. —Wade Michael Page, the gunman in Sunday’s Sikh temple shooting, had a history of problems with alcohol, which led to him losing his military career and, more recently, a job as a trucker.

Page, 40, was shot to death by a Wisconsin police officer after he killed six Sikh worshipers at a temple here and shot another officer. He was discharged from the Army in 1998 because he had been found drunk during military exercises, according to law enforcement authorities. He was convicted of driving under the influence a year later in Colorado. And a trucking company confirmed Tuesday morning that it fired Page two years ago after he was pulled over in North Carolina for driving while impaired. ….

BILL: “Young drunks invade emergency rooms,” ran a recent headline in our own NY Daily News. “…teenage binge drinking is a key culprit behind the number of ER visits, which have skyrocketed citywide from 7,958 in 2007 to 15,620 in 2011.” Dave, is booze making a comeback against pills, pot, meth and the other newer, and more glamorous forms of dope?

DR. DAVE: Dr. Christopher McStay of Bellevue Hospital’s emergency department seems to reinforce that idea. “I certainly see really young people,” he says, “who drank enormous amounts of alcohol and have bad withdrawal.” I’m afraid we’re seeing the effect of the current war on Oxycontin. As we push hard against a new drug, there’s an up-tick back into binge drinking.

Considerations under European Law and the implications for European public health
Scotland has amongst the highest rates of alcohol-related harms in Western Europe and over the last three decades has observed an approximate 3-fold increase in alcohol-related mortality.1 The Scottish Government has identified the affordability of alcohol as a key component for an effective strategy in addressing these harms. While increases in alcohol duty can be used to reduce affordability, responsibility for determining alcohol duty lies with the UK rather than Scottish Parliament so the introduction of a minimum unit price (MUP) is being considered as a more targeted alternative. Its potential introduction raises a number of important legal considerations that bear relevance to future public health legislative measures across the European Union. In this article, we outline some of the main considerations as illustrated by the case study of MUP in Scotland and discuss the implications for countries across Europe and other areas of public health policy. …

The proportion of those failing a breath test has not fallen significantly, figures from the latest police drink and drug campaign and enforcement drive show.

The Association of Chief Police Officers (ACPO) announced that 4,857 (5.8%) of the 83,224 drivers tested during the month long campaign in June 2012 tested positive, refused or failed a breath test. Although a slight improvement on the 6% rate the previous year, ACPO said they are „disappointed“ that a small proportion are refusing to the get the message about the dangers of drink and drug driving. ….

Preliminary results show alcohol-related traffic fatalities dropped in the year since the state began requiring an ignition interlock for those convicted of drunken driving.

The Kansas Department of Transportation reported Friday that the state recorded 59 alcohol-related traffic fatalities between July 1, 2011 — when the law took effect — and June 30 of this year. That compares with 125 and 137, respectively, for the previous two years. …

Most children who are exposed to large quantities of alcohol in utero do not develop fetal alcohol syndrome (FAS). Population-based prospective data on the risk of developing components of fetal alcohol spectrum disorders (FASD), however, are limited.

This was a prospective cohort study of 9,628 women screened during their first prenatal appointment in Chile, which identified 101 who consumed at least 4 drinks/d (exposed) matched with 101 women with no reported alcohol consumption during pregnancy (unexposed). Detailed alcohol consumption data were collected during the pregnancy. Children were evaluated up to 8.5 years of age by clinicians masked to exposure status. …

After exposure to heavy alcohol consumption during pregnancy, 80% of children had 1 or more abnormalities associated with alcohol exposure. Patterns of alcohol use that posed the greatest risk of adverse outcomes were binge drinking and high total weekly intake. Functional neurologic impairment occurred most frequently and may be the only sign to alert physicians to prenatal alcohol exposure. ….

Certain types of alcohol use after age 65 may affect memory and thinking, according to two studies that raise new questions about earlier research that suggested drinking may stymie cognitive decline.

People 65 and older who regularly consumed four or more alcoholic beverages at a time, a situation described in the study as binge-drinking, were more likely to have the highest drop-off in brain function and the most memory decline, according to one result. A second study reported that women who indulged heavily early in life or were moderate drinkers after 65 were more likely to have cognitive impairment.

Drinking alcohol had been thought to reduce the risk of cognitive decline in some older people, the Alzheimer’s Association said in a statement. Today’s reports, presented at the Alzheimer’s Association International Conference in Vancouver, suggest more research is needed. …
