CH: NR-Kommission berät das Präventionsgesetz

Die Kommission führte die Detailberatung zum Präventionsgesetz (09.076 n) weiter. Sie war im März 2010 auf den Entwurf eingetreten und hatte im September 2010 im Grundsatz beschlossen, auf das vom Bundesrat vorgeschlagene Institut zu verzichten und stattdessen gewisse Aufgaben der Stiftung Gesundheitsförderung Schweiz zu übertragen. Die Mehrheit der Kommission bestätigte dieses Konzept nun im Einzelnen: Die Stiftung soll die nationalen Programme im Bereich der stark verbreiteten oder bösartigen Krankheiten umsetzen. Sie soll die zuständigen Bundesstellen, die Kantone und Dritte bei der Planung und der Durchführung von Präventionsprogrammen unterstützen. Sie kann Beiträge für Einzelprojekte und kantonale Programme gewähren. Sie kann aber selber keine Beiträge aus den Präventionsabgaben (Prämienzuschlag KVG und Tabakpräventionsabgabe) für eigene Einzelprojekte beanspruchen. UK: Alcohol pricing research

In early 2010, the previous government commissioned three pieces of research on alcohol pricing. This research has been considered as part of the review of alcohol pricing and the individual reports are available to download below.
* Economic impacts of alcohol pricing policy options in the UK (PDF file – 938kb)
This report will be of interest to government officials dealing with alcohol issues and will contribute to the UK government’s policy- and decisionmaking to address alcohol-related harms.
* Alcohol pricing, consumption and criminal harm: a rapid evidence assessment of the published research literature (PDF file – 776kb)
This report attempts to answer the following research question: To what extent does the research evidence support a direct association between the price of alcohol and crime, disorder and anti-social behaviour?
* Public perceptions of alcohol pricing – market research report (PDF file – 657kb)

D: Bier ist nicht gleich Bier (im öffentlichen Nahverkehr)

In Bussen und Bahnen soll sich keiner alkoholbedröhnt daneben benehmen. Das ist eine vernünftige Forderung. Ein absolutes Verbot, dort Alkohol zu trinken, ist zwar schön radikal und hört sich so an, als ließe sich das Problem mit einem Federstrich lösen. Trotzdem ist es nicht das richtige Mittel.
Ein absolutes Verbot liegt in dem Besorgnis erregenden Trend, Bürger mit Zwangsmaßnahmen und immer höheren Bußgeldern zu beglücken. (Quelle: Google Alkohol News, 21.1.11) taz.de, 20.1.11 unser Online-Kommentar:
Gewalt und Vandalismus haben sehr wohl etwas mit Alkohol zu tun. Lesen Sie die Polizeistatistiken. Interessant ist, dass immer wieder das Argument der eingeschränkten Freiheit gebracht wird. Diese Freiheitsliebenden sollten einmal überlegen, wie ihre Freiheit von der Alkoholindustrie beschnitten wird. Sie zwingt uns alle, egal wie viel wir konsumieren, zur Zahlung der horrenden alkoholbedingten Sozialkosten (auch die aufgeschlitzten Bahnpolster fallen darunter) und das ungefragt ein Leben lang. Diese Freiheitsliebenden sind es auch, vor deren Stimmenverlust sich die Regierungen fürchten. Sie drücken sich deshalb, die nötigen wirksamen Massnahmen zu ergreifen, die z.B. die Weltgesundheitsorganisation empfiehlt. Man muss sie allerdings auch ein wenig entschuldigen. Die Regierung und die Medien verheimlichen ihnen die nötigen Informationen, so dass sie ihre Vorurteile nicht loswerden können. Also weiterhin: Der Alkoholindustrie die Profite, dem Staat, dem Volk die Kosten.

USA: Maryland Lawmakers Consider Dime-a-Drink Alcohol Tax

Maryland may raise alcohol taxes for the first time since 1972 by a dime a drink, Delmarvanow.com reported Jan. 14.
Maryland last raised its tax on beer and wine in 1972, and its tax on spirits 54 years ago, in 1957. Its wine tax ranks 37th-lowest in the nation, its beer tax 44th, and its tax on spirits 47th.
Some legislators said the tax could partially offset the state’s $1.6 billion deficit and reduce alcohol abuse and alcohol-related costs. (Source: Join Together, 01/20/11)

USA: CDC: Prescription Drug Overdoses and Binge Drinking Vary by Race, Income

In a first-of-its-kind report, the Centers for Disease Control and Prevention (CDC) broke down data on health disparities by race, ethnicity, income, and education, The New York Times reported Jan. 13.
The report included data on the impact of alcohol and drug use on different segments of the United States population. For example, more Americans now die from prescription drug overdoses than from illicit drugs. In particular, White, non-Hispanic deaths from prescription drug overdoses outnumber those of African-Americans. (Source: Join Together, 01/20/11)

UK: Proposed Minimum Alcohol Price Levels Inadequate

Government proposals for minimum alcohol price levels that will ban shops and bars from selling drinks for less than the tax they pay on them are totally inadequate and will have little or no impact on improving public health, according to North West health campaigners Our Life.
Our Life believes that the government has missed an opportunity to stop supermarkets selling alcohol at pocket-money prices. Commenting on the proposals, Our Life chief executive, Dr Alison Giles, said: „These measures, which stop well short of setting a minimum unit price, will have little or no impact in tackling binge drinking and the rising tide of public order and health harms.“ (Source: Medical News Today, 01/19/11)

First Study To Measure Blood Alcohol Levels After Games Finds 8 Percent Of Fans Legally Drunk After Attending Professional Sports Games.
It’s no secret that there is a lot of alcohol consumed by fans at sporting events, …A new study published online in the journal Alcoholism: Clinical & Experimental Research (ACER) finds that BAC levels can be measured using a breath tester on fans as they exit football and baseball events. And the results show that 60% of the fans had zero BAC, 40% had a positive BAC, and nearly 8% were legally drunk. (Source: Medical News Today, 01/19/11)

Bundesregierung: Gesundheit ärmerer Kinder ist schlechter

Kinder aus ärmeren Familien haben schlechtere Chancen auf ein gesundes Leben. Zu diesem Schluss kommt die Bundesregierung in ihrer Antwort auf eine große Anfrage der Fraktion Die Linke. Nach dem Kinder- und Jugendgesundheitssurvey sei die Chance eines Kindes aus sozial schwachen Verhältnissen, einen guten Gesundheitszustand zu haben, um die Hälfte geringer als die eines Kindes aus gut situierten Verhältnissen. (Quelle: aerzteblatt.de, 20.1.11) unser Online-Kommentar: Bei den Vergleichen mit Abstinenten spielt die soziale Situation eine Rolle. Nur Gutsituierte können sich täglich ein, zwei Glas Wein leisten, und sie pflegen auch sonst eher einen gesunden Lebensstil. Neben der missbräuchlichen Verwendung von gesundheitlich angeschlagenen, kurzzeitigen Abstinenten ist dies einer der Hauptgründe, weshalb diese Studien nicht korrekt sind. Schön, dass sogar die Bundesregierung nun hier für Aufklärung sorgt. Wahrscheinlich eher unabsichtlich.

USA: Alcohol industry grapples with nutrition labeling

Pick up just about any beverage on store shelves and on the back of the packaging you’ll find a numerical rundown of calories, carbs, etc. Unless, that is, the beverage is alcohol.
Some folks want to change that.
“In the year 2011, it’s sort of bizarre that alcohol’s the only consumable product sold in the United States that you can’t tell what’s inside the bottle,” says Guy L. Smith, executive vice president in North America for Diageo, the world’s leading distilled spirits, beer and wine company.
Diageo is supporting a proposal presently before the federal Tax and Trade Bureau — the agency with authority over alcohol labels — to list nutrition information such as calories, carbohydrates, serving size and alcohol per serving. But they have excluded alcoholic beverages at all, because the alcohol industry is against it. Maybe they follow when the USA begin. The effect on general consumption will be little.

Autofahrer fordern hohe Alkoholsteuer

Ab wann regiert in Deutschland die Logik? Wie viele Alkoholiker gibt es möglicherweise schon unter den Politikern, so dass sich seit vielen Jahren die Logik in Interessenpolitik umkehrt und damit die Süchte alkoholabhängiger Politiker und gleichsam die der Bürger Deutschlands unterstützt? Den ersten Abschnitt finde ich super. Ich bin auch seit 54 Jahren Automobilist, aber ich verstehe, warum nach dem Verursacherprinzip Treibstoffsteuern erhoben werden müssen.
Was ich nicht verstehe, ist, dass für die horrenden Alkoholschäden keine kostendeckenden Steuern zu bezahlen sind. Davon hat der Artikelschreiber keine Ahnung. Eigenartigerweise werden Treibstoffsteuern mehrheitlich, auch von den Behörden, akzeptiert, während beim Alkohol Steuern zur Deckung der Sozialkosten tabuisiert werden. Wer hat denn kein Interesse, dass wegen höherer Preise ein Konsumrückgang stattfinden könnte? Die Hälfte des Alkohols wird in krankhafter Weise konsumiert. Das soll wohl so bleiben und wir alle zahlen die Zeche mit Steuern, Krankenkassen- und Versicherungsprämien. Nur merkt es kaum einer, dass er ein Leben lang ungefragt bezahlt, egal wie viel er trinkt. Beim Autofahrer und bei den Transportkosten ist das anders.
