The suit asserts that Winn-Dixie contributed to the alcohol poisoning death of Tammy and Kirk Domingue’s 19-year-old son when it sold him the potent alcohol and failed to adequately warn him of the risks associated with its
use.

Lemonade, Smirnoff Ice and Zima. start as brewed malt beverages but are flavored with distilled spirits.
They generally have the same 5 percent to 8 percent alcohol content as beer.
The definition of flavored malt beverages by the Federal
Tax and Trade Bureau is now expected in January or February.

One Augusta Commissioner says a proposed ordinance on underage drinking will
send a powerful message to the business community. Tuesday Commissioners
will consider new regulations for businesses caught serving alcohol to
minors. A first offense would result in an automatic thirty-day suspension

Current regulations allow commissioners to put a business on probation for a

Tomorrow evening, parents of Revere's 6,000 schoolchildren will receive a
special recorded phone message from Superintendent Paul Dakin. In it, Dakin
will outline a new initiative to encourage parents of students aged 9 to 13
to sign pledges on how they will help prevent their children from using
alcohol. As part of the pledge campaign, Revere CARES plans to print ads
listing parents who have signed the pledge and consented to having their
names published.

A legislative proposal recommends tougher laws against minors who drink
alcohol and the adults who allow them to do so, but stops short of
suggesting higher alcohol taxes,
which have not changed since 1969, as part of its plan to combat underage
drinking.
But St. Louis-based Anheuser-Busch Cos. Inc. opposes, a higher beer tax
wouldn't prevent teens from drinking but could hurt poor consumers and
businesses.

to a report released this week by the Office of the Vice President for
Student Services.

Montgomery County officials launched a public-education campaign last week
to combat teen drinking, focusing on efforts to persuade parents not to
provide alcohol for teenage parties.
The slogan for the two-year campaign is "Parents who host lose the most:

Chelsea's latest battle against underage drinking is being fought with the
help of underage residents. This past weekend alone, four adults were
arrested on charges that they agreed to buy alcohol for adolescents working
with local police outside liquor stores.
These stings, referred to by police as ''shoulder tap surveys," will be
ongoing for the next four to five years. Those adults found guilty face
fines of $2,000, according to Chelsea Police Captain Brian Kyes.

The program [Safe Rides], which has been successful in Greenwich and Darien,
gives intoxicated teens the chance to call volunteers who will pick them up
and drive them home. But the program has proven controversial, with
opponents saying it implies an acceptance of underage drinking and
encourages it by providing a taxi service drinkers can turn to without
repercussions.

being spearheaded by Garland Citizens for Economic Development.
The Texas Commission on Alcohol and Drug Abuse says that the economic costs
of alcohol-related harm in Texas in 2000 was about $16.4 billion. At the
previously reported growth rate, this year's alcohol cost in Texas will be
in the $22 billion range. However, the Texas comptroller's office says that
total state alcohol taxes are only about $1 billion. Expanding the alcohol
business appears to be more like "economic disaster" than "economic
development."

Beer bottles are next for health warnings:
From next month beer bottles will start to carry a health warning in the latest move by the brewing industry to try to curb Britain's growing appetite for binge
drinking. Brewing giant Scottish & Newcastle, which makes Kronenbourg and
Foster's, is pioneering the move, placing a label calling for responsible drinking on bottles of Newcastle Brown Ale. Similar notices will appear on the rest of its portfolio of brands over the next few
months.

The US Supreme Court is expected to hear arguments this December
concerning the future of laws in Michigan and New York banning out-of-state
vineyards from selling directly to customers. Thirty-six states joined
Michigan earlier this year in asking the nation's highest court to reaffirm

school and college students. However, the data tells us a different story.
Of the respondents in a survey from Centers for Disease Control and
Prevention, 38.5% did not drink alcohol in the past year.

European Commissioner for Health and Consumer Protection, David Byrne,
launched a reflection process on EU health policy. This process will help
shape the future EU health strategy.
Public bodies, interest groups and individual citizens are invited to
contribute to the reflection process launched by Commissioner Byrne by 15
October 2004.

Anti-drinking
programs not always effective
Though there are many projects and programs trying to address problems with
underage drinking, Nigel Wrangham said many of them are missing the mark
when it comes to dealing with what he calls the true problems.
Most of the programs, he said, target individual change, not group change,
Wrangham said. Changing a group of people's behavior, he said, can only come
by making environmental changes. "Making individual changes focuses on
behavior and behavior change," he said. "Environmental change
focuses on policy and policy change." |
