Who will teach teenagers not to binge drink? Last
night a radio documentary highlighted the increasing
number of children who get regularly drunk. Apart from
the social disorder that results, increasing medical
evidence shows they are damaging their livers, brains,
and teeth.
Research shows that 15- and 16- year-olds drink
double the amount each week that their parents did
20 years ago – a worrying statistic. Among 11- to
13-year-olds the story is the same. The number of
units they consume on average per week has doubled
in five years to 12 units. To meet the challenge of
tacking teenage drinking, we need to harness our top
comedic and musical talent, not just rely on the
heavy hand of the law. Put simply, drinking needs to

A recommendation to make it illegal for drivers under the age of 21 to have any alcohol in their system will be presented to government officials in England, Scotland and Wales. Drinkaware Launches Campaign For A Christmas To
Remember, UK. The Drinkaware Trust (Drinkaware), a
UK charity which aims to reduce alcohol harm, has
launched a new campaign to help partygoers have a merry
- and memorable - Christmas. Entitled 'Tips for a
Christmas to remember', Drinkaware is issuing guidance
to the public on how to manage their consumption - and
the effects of over- consumption - at a time when many
will find themselves drinking more alcohol than usual.
Up to a million business-card size Christmas 'tip cards'
have been distributed to over 2000 pubs across the UK,
containing practical tips, unit guidelines, and links to
a 24 hour helpline and drinkaware.co.uk. A further
10,000 tip cards will be given to taxi passengers in
London, with 300 black cabs' supersides and tip seats

Alcohol will be on the agenda of the Swedish
presidency of the EU in 2009.
From the 1st of July 2009, Sweden will for six moths
hold the presidency of the EU. As it did in 2001,
Sweden will have alcohol on the agenda. Sweden has
announced that in addition to following up the
progress made in the implementation of the EU
Alcohol Strategy approved in 2006, the Swedish
Presidency will explore opportunities to further the
development of public health-oriented alcohol
policies. During its presidency of the EU, Sweden
will focus on four priority areas.

Eurocare responds to WHO consultation on ways to
reduce alcohol related harm
Ahead of the development of a global strategy to
reduce alcohol related harm, the World Health
Organization has launched a public consultation on
effective ways to reduce alcohol related harm at
global level in order to gather the views of all
those interested. The submissions will be posted on
the WHO website and may be part of the documents
that will be discussed at the WHO round table
meetings with the economic operators (6 November
2008), and the NGOs and health professionals (24-25
November 2008), as well as in the regional technical
consultations with Member States (between January
and April 2009).

should, the Government's spending watchdog warned today.

cent of men and 20 per cent of women regularly drink

Hospital admissions for alcohol-related liver disease,
mental health disorders linked to alcohol and acute
intoxication doubled in the 11 years between 1995-96 and
2006-07, while the number of deaths from alcohol-related

The Center on Alcohol Marketing to Youth (CAMY) last
month released a
report stating that youth exposure to alcohol ads on
TV has risen 38 percent between 2001 and 2007.
Ironically, the FTC report (see below) was released just
four days before CAMY shut its doors, its grant funding
exhausted. Director Jernigan said the timing was "unfortunate,
because the heat and the spotlight will be off" the
industry. But he also expressed hope that the Department
of Health and Human Services, with funds from the
pending STOP Act in Congress, would take up the task of
monitoring alcohol advertising to youth.

New ad campaign Absolut Vodka huge success. The raise of
the higher priced vodka brands as Grey Goose, Belvedere,
Chopin and others has essentially moved Absolut Vodka to
midshelf status which decreased it sales substantially.
However, a completely new marketing campaign released in
May 2007 has brought a turning point. The Marketing
Newspaper AdAge reported on the success of this campaign
on February 17, 2008. As in many other alcohol advertising campaigns, consumers are seduced to purchase the brand on emotional instead of rational arguments. The results: according to the company, global case shipments jumped 9%, and Absolut, also broke the 5 million case mark last year for the first time - a status shared with only Bacardi, Smirnoff, Captain Morgan and Jack Daniels in the US spirits space. The European Court of Justice has dismissed the Commission action against Sweden on 14 April 2005 and considered that different tax treatment of beer and wine in Sweden does not infringe community law. The European Parliament is preparing its report on the Commission’s proposal on labelling. Last 30 January the European Commission adopted a proposal on the provision of food information to consumers. The proposal does however exempt alcoholic beverages from the obligation to list the ingredients. Only Mixed alcoholic beverages (alcopops) will have to provide information on their ingredients and nutrient content on the front of the bottle. The European Commission on 14 February 2008 adopted a proposal to review the Directive on the general arrangements for products subject to excise duty (i.e. alcoholic beverages, tobacco products and mineral oils) which dates from 1992. The Constitutive meeting gathered more than 30 people in the European Youth Centre of the Hungarian capital. | EU Official To Alcohol Industry: Stop Marketing to Kids. The European Union Health Commissioner called on the alcohol industry to stop marketing to youth, but stopped short of recommending legislative action. Speaking at the European Alcohol and Health Forum in Brussels, Androulla Vassiliou, the health chief of the 27-country region, said that alcohol was a factor in 195,000 deaths in the EU annually. Given that over 5 percent of those deaths involved automobile accidents, she noted that youth were significantly at risk. Several industry leaders, among them Anheuser-Busch, Diageo, Heineken International, and Bacardi-Martini, have stated they are committed to limiting alcohol abuse. But Vassiliou said the companies need to do more. "Committing to action is one thing, delivering is another thing." Vassiliou said she would re-examine the results of any industry marketing changes next year. Herself, being a professor of psychiatry and
neurology, together with her late husband, prof. dr.
Vladimir Hudolin of Zagreb, Croatia, did the
pioneering work of developing the social-ecological
approach to alcohol-related problems, and founded a
great movement with affiliates in more than 30
nations. The funeral will take place in Zagreb on
Thursday 17th April.

Campaign for Alcohol-Free Sports TV (a project of the Center
for Science in the Public Interest) has circulated a letter from
University of New Hampshire President Mark Huddleston and
University of Rhode Island President Robert Carothers asking
other college Presidents and Athletic Directors to sign onto a
letter to NCAA President Myles Brand urging the organization to
take action to end all alcohol advertising -- including beer ads --
on NCAA sports telecasts. So far, more than 40 college
Presidents and Athletic Directors have signed onto the letter.
We need your help: please contact your local
college President asking him or her to add his/her name to the
letter and help send a strong message
to the NCAA that the beer ads must go!

English shops defy attempt to curb binge drinking. Shops are defying
attempts by the government to clamp down on cheap alcohol and binge
drinking, according to a leaked letter seen by The Observer.
Alistair Darling, the Chancellor, raised taxes on beer, wine and
spirits in his Budget following warnings from doctors that
supermarkets and corner shops were selling drink too cheaply and
irresponsibly. Rather than putting their prices up, however, stores
are attempting to force suppliers to absorb the cost of the rise so
that they can carry on aggressively price-cutting. Brewers which
refuse to co-operate have been warned their contracts may not be

Alabama under a measure approved by the state House of

contain a health warning.
After Le Parisien published an
editorial article entitled, “The Triumph of Champagne,” which
reviewed various brands of champagne, the National Association for
the Prevention of Alcoholism and Addiction took the paper to court.
The court ruled that despite being an editorial, the article should
have “conformed to advertising regulations and included a health
warning on excessive drinking.” This ruling reinforces the already

Finland - Minister of Health pushes for abandoning Alcohol
Labelling.
The
Minister of Health and Social Services, Paula Risikko, has suggested
abandoning, as a whole, the proposal to provide all containers of
alcoholic beverages with labels warning the consumers of the health
hazards of alcohol. The introduction of alcohol warning labels was
passed by the Finnish Parliament last year and intended to begin at

Super Bowl Viewers Demand End to Beer Ads: With 97.5 million viewers,
this year’s game was the most watched Super Bowl ever. And the
top-rated Super Bowl ad was for, you guessed it, Budweiser. The
Disney-inspired spot features a lovable Dalmatian training a
Clydesdale to make the Budweiser wagon team. The pair is shown
bonding and, while beer itself is nowhere to be seen the connection
to the brand is made. Of course, ad execs know that kids love
animals and Budweiser is no stranger to kid-friendly marketing
techniques. That's why more than 470 parents, health advocates, and others tired of seeing this family-oriented event used to sell beer, sent letters to the National Football League asking the company to stop the irresponsible marketing. | U.K. Considers Fines for Parents Who Let Kids Drink in Public: Great Britain's Home Office plans to announce a new policy calling for fines of up to 1,000 pounds for parents of children repeatedly caught drinking alcohol. Home Secretary Jacqui Smith is proposing that parents of kids caught drinking be compelled to sign "parenting contracts" in which they agree to ban their children from visiting certain areas and makes parents accountable for children's drinking behavior. If kids are again caught drinking or in a prohibited area, parents could be hauled into court and fined. MP Calls For Tougher Online Retail Age Checks, UK: An MP is calling
for a change in the law to force online retailers to introduce
tougher age verification to prevent children being able to buy
alcohol, cigarettes or pornography on the internet. The Ten Minute
Rule Bill proposed by Labour MP for Luton South, Margaret Moran,
seeks to make it a statutory requirement for retailers to verify the
ages of consumers who attempt to purchase age-restricted goods such
as alcohol, cigarettes, pornography, or try to gamble online. She
wants to see any retailer who fails to do this face a hefty fine or

| New Alcohol Tax Could Ease California's Budget Deficit by 20 Percent. Marin Institute recommends that Governor Schwarzenegger and state legislators raise taxes on wine, beer and distilled spirits to help reduce the state's $14 billion budget shortfall.
