A spate of recent drunk-driving accidents which has inflamed public opinion is prompting the Italian government to consider plans that would effectively ban anyone who has drunk alcohol from driving. On 1 September 2009 various regulations regarding price promotions, mainly relating to on-premise sales of alcohol, will come into force (e.g. a ban on 'happy hours') in Scottland. A new set of regulations, relating to pricing and promotion, is currently discussed: e.g. the introduction of a minimum retail price for alcoholic beverages (linked to ABV), a ban on quantity discounts in off-premise sales, a ban on promotional materials on premises and separate alcohol display areas in stores. Who will teach teenagers not to binge drink? Last night a radio documentary highlighted the increasing number of children who get regularly drunk. Apart from the social disorder that results, increasing medical evidence shows they are damaging their livers, brains, and teeth.
Research shows that 15- and 16- year-olds drink double the amount each week that their parents did 20 years ago – a worrying statistic. Among 11- to 13-year-olds the story is the same. The number of units they consume on average per week has doubled in five years to 12 units. To meet the challenge of tacking teenage drinking, we need to harness our top comedic and musical talent, not just rely on the heavy hand of the law. Put simply, drinking needs to become naff. Zero Tolerance Proposed for U.K. Drivers Under 21. A recommendation to make it illegal for drivers under the age of 21 to have any alcohol in their system will be presented to government officials in England, Scotland and Wales. The Advisory Council on the Misuse of Drugs (ACMD), an independent body that advises the government on drug-related issues in the U.K., said the recommendation sprung from concern about impairment among young people driving within existing drunk-driving limits. Drinkaware Launches Campaign For A Christmas To Remember, UK. The Drinkaware Trust (Drinkaware), a UK charity which aims to reduce alcohol harm, has launched a new campaign to help partygoers have a merry - and memorable - Christmas. Entitled 'Tips for a Christmas to remember', Drinkaware is issuing guidance to the public on how to manage their consumption - and the effects of over- consumption - at a time when many will find themselves drinking more alcohol than usual. Up to a million business-card size Christmas 'tip cards' have been distributed to over 2000 pubs across the UK, containing practical tips, unit guidelines, and links to a 24 hour helpline and drinkaware.co.uk. Comment: This doesn't look effective. But it might be in the line of the government which is not able to decide measures which really could reduce alcohol problems. (in other countries the same problem.)

Europe relaxes rules on lower alcohol wines.  Experimental techniques used to reduce alcohol content in wines have been cleared by the EU. Alcohol will be on the agenda of the Swedish presidency of the EU in 2009.
From the 1st of July 2009, Sweden will for six moths hold the presidency of the EU. As it did in 2001, Sweden will have alcohol on the agenda. Sweden has announced that in addition to following up the progress made in the implementation of the EU Alcohol Strategy approved in 2006, the Swedish Presidency will explore opportunities to further the development of public health-oriented alcohol policies. A nickel a drink excise tax increase could raise $878 million over the next year and a half. These much-needed funds would help reduce the state's serious budget shortfall. Calling For A Convention To Control Alcohol
According to an editorial published on bmj.com, there is an urgent need for international regulation of alcohol akin to the 2005 framework convention on tobacco control. Therefore, the general objective of this project is to support the identification and implementation of effective interventions that address emerging trends in alcohol and drug use in nightlife settings( prevention, early intervention, treatment, ...). Britain decides against a new lower limit for drink-driving.
The Times has learnt that the Government has changed its mind about reducing the limit from 80 to 50 milligrams of alcohol per 100 millilitres of blood, despite evidence that a lower limit would save 65 lives a year. WHO To Hold Public Hearing On Ways Of Reducing The Harmful Use Of Alcohol
Each year, more than two million people die from alcohol-related causes which is why World Health Organization (WHO) was asked by its Member States in May at the World Health Assembly to develop a global strategy to combat the harmful use of alcohol. All parties with an interest in reducing the harmful use of alcohol are now invited to share their views in a public hearing being organized by the World Health Organization (WHO). Early Morning Drunk Driving on the Rise in the U.K. Later pub closing times have led to an increase in early morning drunk-driving accidents in the U.K.. While overall drunk-driving accidents have declined over the past decade, the increase in early-hour accidents may be the result of later pub closing, with more patrons remaining intoxicated when they get up and drive the morning after drinking. Fewer Drunk-Driving Fatalities Nationwide in USA.
Drunk-driving fatalities declined 3.7 percent nationally last year, according to a new report from the National Highway Traffic Safety Administration (NHTSA). "The legal blood alcohol limit for drivers aged 17 to 20 should be reduced to zero in England, the country's chief medical officer, Professor Sir Liam Donaldson, said today. It would save lives. An effective zero limit for young and novice drivers is in force in 14 European countries, as well as several Canadian provinces and Australian states. In 2005 drivers aged 17 to 19 had 1,080 drink-drive accidents, government statistics show…The report, On The State Of Public Health, noted that alcohol use increases the risk of a crash for a young driver two and a half times more than for an older driver." The Liberal Democrats' transport spokesman, Norman Baker, said: "There is a real argument to lower the drink-driving limit for all motorists to 50mg, in line with many European countries. U.K. Docs Want Graphic Warnings on Alcohol Packages. Alcoholic beverages should feature the same kind of graphic images and warnings found on tobacco products, according to members of the British Medical Association (BMA). Delegates at the BMA's annual meeting in Edinburgh said that images of diseased livers should be displayed on beer bottles and cans and wine and liquor bottles. They also called for images to be posted in bars and for packages to display how many units of alcohol they contain. Far more bars and restaurants in Honolulu, Hawaii served alcohol to minors in recent sting operations than had in 2006. The Honolulu Liquor Commission said that 47 percent of licensed establishments sold alcohol to minors in 2007, up from 35 percent in 2006. The commission sent college students under age 21 into bars and restaurants to attempt to make purchases. The Center on Alcohol Marketing to Youth (CAMY) last month released a report stating that youth exposure to alcohol ads on TV has risen 38 percent between 2001 and 2007. Ironically, the FTC report (see below) was released just four days before CAMY shut its doors, its grant funding exhausted. Director Jernigan said the timing was "unfortunate, because the heat and the spotlight will be off" the industry. But he also expressed hope that the Department of Health and Human Services, with funds from the pending STOP Act in Congress, would take up the task of monitoring alcohol advertising to youth. The raise of the higher priced vodka brands as Grey Goose, Belvedere, Chopin and others has essentially moved Absolut Vodka to midshelf status which decreased it sales substantially. However, a completely new marketing campaign released in May 2007 has brought a turning point. The Marketing Newspaper AdAge reported on the success of this campaign on February 17, 2008.
As in many other alcohol advertising campaigns, consumers are seduced to purchase the brand on emotional instead of rational arguments. The results: according to the company, global case shipments jumped 9%, and Absolut, also broke the 5 million case mark last year for the first time - a status shared with only Bacardi, Smirnoff, Captain Morgan and Jack Daniels in the US spirits space. According to the newly released report Underage Alcohol Use: Findings from the 2002-2006 National Surveys on Drug Use and Health, lifetime alcohol consumption rates among 12 to 20 years olds have shown a statistically significant decrease of 4% from 56.2% in 2002 to 53.9% in 2006. The Century Council, a national not-for-profit funded by distillers, writes: "The SAMHSA research is a clear sign that our collective efforts are working. Currently, beer manufacturers in California can give away premiums, gifts, and free goods that cost no more than $.25 each. But Big Alcohol is working overtime to change that. A new bill, AB 1245, would raise the maximum giveaway cost to a whopping $5.00 per item. At that rate, beer makers would be able to give youth t-shirts, plush toys, glasses, and posters, as well as other high-ticket branded items.   
Youth are already overexposed to beer ads during sporting events, on television, radio, the Internet, and on billboards and other new forms of outdoor advertising. But Anheuser-Busch is lobbying hard for the bill. After all, research has shown that the more alcohol advertising messages young people see, the more likely they are to consume the products.

Students at an Oceanside, Calif., high school were falsely informed by California Highway Patrol officers that some of their classmates were killed in drunk-driving crashes as part of a prevention program. The grim news was delivered in about 20 classrooms at El Camino High School on a recent Monday morning, sending some students into hysterics about the loss of their friends. Advocates Win Delay on Md. Alcopops Bill. After meeting with MADD officials and parents, Maryland Gov. Mr Pat the Cope Gallagher T.D., Minister for Health Promotion and Food Safety, announced the Government's decision to strengthen the measures in place to control alcohol advertising. The Government has agreed to accept the strengthened Codes on Advertising and Sponsorship negotiated between the Department of Health and Children, representatives from the Irish Alcohol Industry and representatives from the Irish Advertising Industry. The Codes aim to reduce the exposure of young people to alcohol advertising and marketing. The revised Codes will further limit the volume and placement of alcohol advertisements across all media in Ireland. Similar Increases Could Help Reduce Health Care Costs by Funding Prevention, Says CSPI.  Governors, state legislators, and members of Congress interested in simultaneously bridging budget gaps and improving public health should look north to Maine. There, the legislature passed and Governor John Baldacci signed a package of tax increases on soda, beer and wine to help pay for a state health insurance program for small businesses and the self-employed. The nonprofit Center for Science in the Public Interest, which has long supported modest increases in taxes on soda and alcoholic beverages if the revenues are used to promote public health, applauded Maine policy makers.     Urgent: Give Maryland's Governor One More Push to Veto Alcopops Bill! Thanks to the hard work of parents and advocates like you, Maryland Governor Martin O'Malley has chosen to re-consider signing SB 745. The bill is the latest ploy by Big Alcohol to keep alcopops under-taxed and accessible to youth. But, we haven't won yet. O'Malley has 30 days to veto the bill, before it becomes law. Just today, he told the Associated Press "I had a meeting with some of the opponents and had a good talk with them, and I'm going to consider what they've said and kind of think on it overnight."     ECJ: Different tax treatment of beer and wine in Sweden does not infringe Community Law (Case C-167/05)  

    8 April 2008. The European Court of Justice has dismissed the Commission action against Sweden on 14 April 2005 and considered that different tax treatment of beer and wine in Sweden does not infringe community law. The Court has dismissed the Commission action for considering that “given the difference in selling price between a litre of wine and a litre of beer, the difference in excise duty is not liable to influence consumer behaviour.” (Source: Eurocare Newsletter March-April 2008)

    The European Parliament is preparing its report on the Commission’s proposal on labelling.  

    Last 30 January the European Commission adopted a proposal on the provision of food information to consumers. The proposal does however exempt alcoholic beverages from the obligation to list the ingredients. Only Mixed alcoholic beverages (alcopops) will have to provide information on their ingredients and nutrient content on the front of the bottle.     The European Commission on 14 February 2008 adopted a proposal to review the Directive on the general arrangements for products subject to excise duty (i.e. alcoholic beverages, tobacco products and mineral oils) which dates from 1992. The aim of the proposal is to liberalise existing rules for alcoholic beverages bought in one Member State and transported to another and to simplify rules on the commercial movement of excise goods.

    The first youth network on alcohol policy was established in Budapest, from 28-30 March: Alcohol Policy Youth Network (APYN). The Constitutive meeting gathered more than 30 people in the European Youth Centre of the Hungarian capital. One of the major’s goals of  the APYN is to capacitate young people to be active players at the definition, implementation and evaluation of alcohol policies and programmes at the local, national, European and international levels.

    EU Official To Alcohol Industry: Stop Marketing to Kids. The European Union Health Commissioner called on the alcohol industry to stop marketing to youth, but stopped short of recommending legislative action. Speaking at the European Alcohol and Health Forum in Brussels, Androulla Vassiliou, the health chief of the 27-country region, said that alcohol was a factor in 195,000 deaths in the EU annually. Given that over 5 percent of those deaths involved automobile accidents, she noted that youth were significantly at risk. Several industry leaders, among them Anheuser-Busch, Diageo, Heineken International, and Bacardi-Martini, have stated they are committed to limiting alcohol abuse. But Vassiliou said the companies need to do more. "Committing to action is one thing, delivering is another thing." Vassiliou said she would re-examine the results of any industry marketing changes next year.     A very sad message came through from Zagreb: Visnja Hudolin is dead. With her, the great initiators of the Clubs of Alcoholics in Treatment are in the past. Herself, being a professor of psychiatry and neurology, together with her late husband, prof. dr. Vladimir Hudolin of Zagreb, Croatia, did the pioneering work of developing the social-ecological approach to alcohol-related problems, and founded a great movement with affiliates in more than 30 nations. The funeral will take place in Zagreb on Thursday 17th April.

    Ban on Alcohol Ads in School Newspapers Voided. The state of Virginia cannot ban student newspapers from accepting alcohol ads, a federal judge has ruled. U.S. District Court Judge M.     Maryland Lawmakers Back Off Criminal Penalties for Giving Alcohol to Minors.
    The Maryland Senate has approved a bill that calls for fines of up to $2,500 for a first offense of providing alcohol to a minor, but eliminated a provision that would have allowed prosecutors to call for up to 60 days in jail for offenders.(Source: Join Together, 03/12/08)

Hermann T. Meyer, head of alkoholpolitik, regards the latest activities with some pessimism: “Mostly authorities try to avoid evidence-based measures [aimed at reducing excessive drinking].     Higher Alcohol Taxes to Combat U.K. Drinking Problems. The British government is considering increases in wine and liquor taxes in order to curb the nation's appetite for alcohol. The Chancellor of the Exchequer, Alistair Darling, reportedly is considering a tax increase of about $2 per quart of liquor and 40 cents per bottle of wine. If included in the budget this week, the increase in the liquor tax would be Britain's first in a decade.     The Portland City Council unanimously endorsed a sweeping blueprint for a five year, city-wide drug strategy designed to provide a "better life for all of Portland's children and families, neighborhoods, and businesses."     Youth Binge Drinking Culture Must End, Australian Medical Association.
    The AMA is calling for a partnership between Government, industry, health professionals and the community to end the binge drinking culture that is damaging the health of young Australians.     State AGs in USA Demand Documents from Brewers on Energy Drinks. Anheuser-Busch and Miller Brewing Co. have been served with subpoenas by state attorneys general from New York, Maine, Maryland, Arizona, and Iowa  investigating the sales and marketing of alcoholic energy drinks. They are demanding documents related to products like Anheuser-Busch's Tilt and Bud Extra and Miller's Sparks drinks, which contain caffeine as well as alcohol.     French Court rules all press articles about alcohol must contain a health warning. After Le Parisien published an editorial article entitled, “The Triumph of Champagne,” which reviewed various brands of champagne, the National Association for the Prevention of Alcoholism and Addiction took the paper to court.  The court ruled that despite being an editorial, the article should have “conformed to advertising regulations and included a health warning on excessive drinking.”  This ruling reinforces the already established regulatory guidelines.     Finland - Minister of Health pushes for abandoning Alcohol Labelling.  The Minister of Health and Social Services, Paula Risikko, has suggested abandoning, as a whole, the proposal to provide all containers of alcoholic beverages with labels warning the consumers of the health hazards of alcohol. The introduction of alcohol warning labels was passed by the Finnish Parliament last year and intended to begin at the beginning of next year. It was proposed that the labels should contain two warnings: alcohol damages the foetus and your health. EU Commission informed Finland that the general warning is not compatible with the relevant EU legislation. 17 nation-wide NGOs are insisting that negotiations should be continued with the Commission.     European Parliament adopts Strategy on Rights of the Child. Strasbourg, 16 January. After debating how to strengthen the European strategy to protect the rights of children, the European Parliament adopted a resolution based on the own-initiative report drawn up by Roberta Angelilli (UEN, IT), entitled “Towards an EU Strategy on the Rights of the Child.” The Strategy calls for children’s rights to be mainstreamed in all external policies and actions of the EU.  The resolution was adopted by 630 votes for, 26 against and 62 abstentions.

These dangerous beverages are alarming law enforcement, health professionals and parents because they combine alcohol with stimulants, such as caffeine. They’re also heavily marketed to young people.     The recent news story "Can Pregnant Women Drink Alcohol in Moderation?", which aired on ABC's Good Morning America Weekend, has created tremendous confusion among women about the safety of drinking alcohol during pregnancy. The American College of Obstetricians and Gynecologists (ACOG) strongly urges women not to ignore the public health warnings associated with consuming alcohol while pregnant. ACOG reiterates its long-standing position that no amount of alcohol consumption can be considered safe during pregnancy.     Bush's 2009 Budget Cuts $198 Million from SAMHSA
    Drug-prevention advocates and others are raising the alarm over President Bush's FY2009 budget plan, which slashed $198 million from the Substance Abuse and Mental Health Services Administration (SAMHSA) and calls for elimination of the Recovery Community Support Programs and the STOP Underage Drinking program.     Mormons Favor Restriction of Alcopop Sales. Recently, the Church of Jesus Christ of Latter-day Saints (LDS) came out in support of a proposal restricting alcopop sales in Utah to state liquor stores, a move that would put the products further out of reach of youth. In a state that is about 60 percent Mormon, this endorsement could seal the deal. If the proposal from the alcohol-control board goes through, it would make Utah the first state to restrict alcopops sales to liquor stores. As a result, the beverages would also be marked up by about 85 percent.     Alcohol Tax Increase in California Long Overdue: As Governor Arnold Schwarzenegger works to fill a $14.5 billion hole in the California state budget, Marin Institute is posing a crucial question to policymakers. What if, rather than drastically cutting funding to education, state parks, and other social programs, the state raised alcohol taxes?     Super Bowl Viewers Demand End to Beer Ads: With 97.5 million viewers, this year’s game was the most watched Super Bowl ever. And the top-rated Super Bowl ad was for, you guessed it, Budweiser. The Disney-inspired spot features a lovable Dalmatian training a Clydesdale to make the Budweiser wagon team. The pair is shown bonding and, while beer itself is nowhere to be seen the connection to the brand is made. Of course, ad execs know that kids love animals and Budweiser is no stranger to kid-friendly marketing techniques.
    That's why more than 470 parents, health advocates, and others tired of seeing this family-oriented event used to sell beer, sent letters to the National Football League asking the company to stop the irresponsible marketing.     U.K. Considers Fines for Parents Who Let Kids Drink in Public: Great Britain's Home Office plans to announce a new policy calling for fines of up to 1,000 pounds for parents of children repeatedly caught drinking alcohol. Home Secretary Jacqui Smith is proposing that parents of kids caught drinking be compelled to sign "parenting contracts" in which they agree to ban their children from visiting certain areas and makes parents accountable for children's drinking behavior. If kids are again caught drinking or in a prohibited area, parents could be hauled into court and fined.     Take Action to Label Alcopops: Last year, the California State Board of Equalization (BOE)made a groundbreaking decision to properly tax flavored malt beverages or "alcopops" as hard alcohol. The Marin Institute in California  asks you now to call on Governor Schwarzenegger and Renee Zito, his director of the state Department of Alcohol and Drug Programs (ADP),  to support AB 346, a bill that would require clear labeling of alcopops.     MP Calls For Tougher Online Retail Age Checks, UK: An MP is calling for a change in the law to force online retailers to introduce tougher age verification to prevent children being able to buy alcohol, cigarettes or pornography on the internet. The Ten Minute Rule Bill proposed by Labour MP for Luton South, Margaret Moran, seeks to make it a statutory requirement for retailers to verify the ages of consumers who attempt to purchase age-restricted goods such as alcohol, cigarettes, pornography, or try to gamble online. She wants to see any retailer who fails to do this face a hefty fine or even imprisonment.

    New Alcohol Tax Could Ease California's Budget Deficit by 20 Percent. Marin Institute recommends that Governor Schwarzenegger and state legislators raise taxes on wine, beer and distilled spirits to help reduce the state's $14 billion budget shortfall. "A simple 25 cents per drink increase would generate almost $3 billion in revenue," said Bruce Livingston, MPP, executive director of Marin Institute. "Raising the alcohol tax for the first time in 16 years is a common sense and fiscally responsible option to help close the budget gap."
