Welcome to the second annual conference ofNordAN!
The second annual conference of NordAN (the Nordic Alcohol and Drug Policy
Network) will take place October 12-13 this year in Helsinki, Finland. The first
conference was held last year in Copenhagen, Denmark. Then we focussed on
the change of traveller allowances for alcoholic beverages, and its consequences
for alcohol taxation and consumption. This time we have a wider agenda.
This year's conference has four main themes:
- European public health cooperation in die World Health Organization and the
European Union
- The narcotics situation and the principles of drug policy
- Local preventive work
- What works in the treatment of addictions?
As you can see in the program. we have managed to engage a number of prominent
experts. We hope that the entire program will give much value to all
participants.
An irnportant development is that we have started to build a network in the
Baltic states. We hope to have a number of participants from these countries.
Even if the main language of the conference is Scandinavian, we intend to
provide summary interpretations into English of the Scandinavian presentations.
The form for this will depend on the number of Baltic participants.
The past year has shown very clearly that a Nordic-Baltic network to support an
alcohol anti drug policy based on solidarity is more important than ever. The
consumption of alcohoi increases when the alcohol policy instruments are
weakened. Youth experimentation with narcotic drugs is increasing. The
multinational alcohol industries are entering the baltic states, establishing
local companies and marketing drinking aggressively.
We can see how both the lobbying by the commercial alcohol industry against
alcohol policy restrictions, and the the campaign for relaxing the policy
against illegal drugs is becoming ever more well organized. The need for a
stronger cooperatien to support and develop a socially responsible policy in the
drug area in a broad sense - is obvious.
NordAN today has more than 40 member organisations in the Nordic and Baltic
countries. We hope to see participants from even more organizations in the
Helsinki conference in October.

The conference will take place at Paasitorni Conference Centre, Paasivuorenkatu 5 A, Helsinki. Website: www.paasitorni.fi Language Lectures will be presented in Scandinavian or English language.
Lectures in Scandinavian languages will be Paper Session There will be possibilities for a number of presentations in the workshops under the headlines "Local alcohol and drug policy/prevention" and "What treatment works?" The time for the presentation will be 15 minutes, plus 15 minutes for discussion. We need your abstract, before 2Oth August to the same address as the registration. It can also be sendt by e-mail to soren.nordan@swipnet.se lf there is not time enough for all presentations we will try to arrange some kind of "poster session" during the conference. Registration Registration should be made before 8th September 2002. Registration can be done by fax or by mail. You can also use the registration form on our website www.nordan.org Unfortunately registrations can not be done by phone. Charge The conference fee is 145 Euro. Included: Admission to the conference, documentation, coffee during breaks, lunches on October 12 and 13 and dinner, Saturday evening. Accommodations
Helsinki is a very popular tourist city. We strongly recommend you to check out the existence for "weekend packages" from your home, including travel and accommodation.
