Sally Casswell, Prof. of Social and Health Research, Director of the Centre for Social and Health Outcome Research and Evaluation (SHORE) at Massey University, New Zealand, Chair of the Alcohol Policy Strategy Advisory Committee WHO:
No Ordinary Commodity: Alcohol and Public Policy

(Power Point presentation)

Conclusions:

- Opportunities for effective, evidence-based alcohol policies are more available than ever before to
    better serve the public good.

- Alcohol policies that limit access to alcoholic beverages, discourage driving under
the influence of alcohol, reduce the legal purchasing age for alcoholic beverages,
and increase the price of alcohol, are likely to reduce the harm linked to specific
drinking patterns and per capita consumption.

- Alcohol problems can be minimized or prevented using a coordinated, systematic
    policy response.

- Effective measures are: Pricing, limited access, altering the drinking environment,
drink driving countermeasures (lowered BAC limits, random breath testing, low
BAC for young drivers "zero tolerance", administrative license suspension,
    graduated license for novice drivers)

- Measure with some effect: Advertising bans

- Measure with no effectiveness: Alcohol education in schools and colleges, Public
    service messages, Warning labels

q

Success only when measures are implemented and enforced

Additional remarks, also from discussion:

- Alcohol monopolies have proven to be effective

- Agenda setting: What will bring the best success with the limited means?

- Education: No effectiveness in spite of high costs,  alibi for adults only! (See zitation on homepage
    from WHO-brochure "Alcohol and Massmedia")
